Artist and engraver, Payne was born in London where he established his reputation in architectural illustration. In 1838 he moved to Leipzig, continued as an illustrator, became a citizen of Leipzig in 1845, and set up the publishing house Englisch Kunstanstalte (English Art Institution).

John Tallis and Co. were renowned for the elborate scrolled decoration that their engravers used to embellish each view or map that they published.
